FEMA has declared that individual and public assistance is available in the following areas. This allows for a one-time Special Enrollment Period (SEP), in the event beneficiaries were unable to make an election during another qualifying election period. Please reference the following guidelines for the incident period. These SEPs only apply to the impacted counties listed below.

Who is Eligible:

These SEP opportunities will be available to beneficiaries who:​

  • Reside/resided in, or whose caretaker resides/resided in, one of the affected counties at the start of the incident period where Federal Emergency Management Agency (FEMA) declared as being eligible to apply for assistance.
  • Had another valid election period at the time of the incident period, and;
  • Did not make an election during their other valid election period.

Alabama - Hurricane Sally DR-4563-AL

Impacted Counties: Baldwin, Escambia, Mobile, and Poarch Creek Reservation and Trust Lands (also FL)

Incident Period: The incident period occurred on September 14, 2020. The declaration was announced on September 20, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until January 31, 2021.

California - Wildfires DR-4558-CA

Impacted Counties: Butte, Lake, Monterey, Monterey, Napa, San, Mateo, Santa Cruz, Solano, Yolo, and Yuba

Incident Period: The incident period occurred on August 14, 2020. The declaration was announced on August 22, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until December 31, 2020.

California - Wildfires - DR-4569-CA

Impacted Counties: Fresno, Los Angeles, Madera, Mendocino, San Bernardino, San Diego, Siskiyou

Incident Period: The incident period occurred on September 4, 2020, and continuing. The declaration was announced on October 16, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until January 31, 2021.

Delaware - Tropical Storm Isaias DR-4566-DE

Impacted County: Kent

Incident Period: The incident period occurred from August 4 to August 7, 2020. The declaration was announced on October 2, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until December 31, 2020.

Florida - Hurricane Sally DR-4564-FL

Impacted Counties: Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Liberty, Okaloosa, Santa Rosa, Walton, and Washington County

Incident Period: The incident period occurred on September 14, 2020. The declaration was announced on September 23, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until January 31, 2021.

Iowa - Severe Storms DR-4557-IA

Impacted Counties: Benton, Boone, Cedar, Clinton, Dallas, Greene, Grundy, Guthrie, Hardin, Iowa, Jackson, Jasper, Johnson, Jones, Linn, Marshall, Muscatine, Polk, Poweshiek, Scott, Story, Tama, Washington

Incident Period: The incident period occurred on August 10, 2020 The declaration was announced on August 17, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until December 31, 2020.

Iowa - Derecho Midwest DR-4561-IA

Impacted Areas: Sac and Fox Tribes

Incident Period: The incident period occurred on August 10, 2020. The declaration was announced on September 10, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until December 31, 2020.

Louisiana - Hurricane Delta DR-4570-LA

Impacted Parishes: Acadia, Calcasieu, Cameron, Jefferson Davis, Vermilion

Incident Period: The incident period occurred on October 6, 2020 to October 10, 2020. The declaration was announced on October 16, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until February 28, 2021.

New York - Tropical Storm Isaias DR-4567-NY

Impacted Counties: Nassau and Suffolk

Incident Period: The incident period occurred on August 4, 2020. The declaration was announced on October 2, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until December 31, 2020.

Oregon - Wildfires and Straight-line Winds DR-4562-OR

Impacted Counties: Benton, Clackamas, Columbia, Coos, Deschutes, Douglas, Jackson, Jefferson, Josephine, Klamath, Lake, Lane, Lincoln, Linn, Marion, Multnomah, Tillamook, Wasco, Washington, and Yamhill

Incident Period: The incident period occurred on September 7, 2020. The declaration was announced on September 15, 2020.

Timeframe: Effective immediately, individuals meeting the requirements listed above can enroll, dis-enroll, or switch MAPD plans until January 31, 2021.

*Note: Eligible enrollments will be effective the first of the month after the application has been processed.

Reminders:

Agents can accept/submit an application by the beneficiary’s request through the following steps:

  1. Obtain a compliant Consent to Contact (C2C).
  2. Capture a compliant Scope of Appointment (SOA).
  3. Host a compliant 1:1 appointment.
  4. If the beneficiary is prepared to enroll, complete an application noting this SEP
  • Online application: page 1 
  • Paper application: page 6
  • Either select option 18 indicating a natural disaster OR option 19 and write “Severe Weather” – WARNING! Only select one election type
